UNESCO MINISTERIAL PANELS ON NATIONAL AI GOVERNANCE

UNESCO helds the Global Forum on the Ethics of Artificial Intelligence, starting with a Ministerial Panels on Comparative National AI Governance on Monday February the fifth. Here I leave several leads from the meeting that is being held. UNESCO has been working on Ethic principles. In this session I find very interesting the presentation of the Minister of Chile on AI regulation, first in the world. Very interesting the Council that they lead together with countries in LATAM on AI regulation. Aisén Etcheverry Escudero holds a Degree in Law from the Universidad de Chile and a Master’s in Law from the University of San Francisco School of Law. Over the last 15 years, she has coordinated and led public and private teams and projects at the national and international level in areas related to science, technology and innovation.

She was director of Chile’s National Research and Development Agency (ANID), head of the Secretary General of the Presidency Ministry’s Inter-Ministerial Coordination Division (DCI) and director of the National Council of Science, Technology, Knowledge and Innovation for Development (CTCI). Quite impresive.

In Chile we learn that AI t is not rocket science. Countries can empower themselves to have better capacities. Populations that are not digitalized and languages are very important. They are left behind more that in the first digital wave.

Top down leadership is key, and implementation, what it is made to implement regulations, and then measure what has been made. The US has developed an Institute with this aim, so that they do not want a fragmentation at the deferral level they do not desire

A lo largo del día de hoy realizaré el cierre de actas. He tenido un semestre intenso, de muchas clases, y clases con mucho alumnos. Agradezco la madurez y el interés que han mostrado por las asignaturas: la satisfacción que tengo con el trabajo de los estudiantes y con su actitud es muy alto en 2023-24.

MENCION INTERNACIONAL EXTRAORDINARIA A LA INVESTIGACIÓN SOBRE INTELIGENCIA ARTIFICIAL

La Profesora Complutense Olga Gil ha publicado Governance and Legitimacy of Artificial Intelligence, una ampliación de la ponencia científica presentada en el congreso internacional de IARIA en Venecia 2023. Esta investigación ha recibido una mención internacional extraordinaria por su calidad. El trabajo trata de responder a los desafíos que plantean los desarrollos disruptivos de la inteligencia artificial a la humanidad.

La Dra. Olga Gil presenta AI Philosophy: Sources of Legitimacy to Analyze Artificial Intelligence 

en la Sexta Conferencia Internacional sobre Avances en las interacciones entre Humanos y Ordenadores (ICDS - ACHI 2013) e IARIA en 2023. Este trabajo, que forma parte de un libro en redacción, recibe una mención extraordinaria, con invitación a ampliarlo y publicarlo de manera abierta en el International Journal On Advances in Software. El artículo Gobernanza y legitimidad de la inteligencia artificial trata de involucrar en temas que están en la intersección de la teoría política con la inteligencia artificial a participantes -que abarcan científicos de diferentes campos, gobiernos, empresas y otros actores sociales-y hace reflexionar sobre la gobernanza y la legitimidad. El artículo es accesible de forma abierta.

El principal objetivo y resultado del artículo 

Es presentar un marco para el análisis de la gobernanza y la legitimidad de la inteligencia artificial. Este marco trata de resolver disputas en enfoques clásicos de teoría política para estudiar la gobernanza y la legitimidad. El marco de análisis permite comparaciones en la gobernanza y la legitimidad de la inteligencia artificial en regímenes democráticos y no democráticos, en diferentes niveles de gobierno, tanto en los países occidentales como en el Sur Global. En la segunda parte del artículo el marco al caso de China como estudio de caso. Este análisis aplicado permite mostrar el valor del marco como herramienta metodológica y analítica, y arrojar una nueva mirada original a los datos existentes sobre la gobernanza de la inteligencia artificial en el caso chino.

La doctora Gil investiga y publica sobre la regulación de la tecnología desde 1992, y se enfoca en la inteligencia artificial desde 2018. Gil es miembro del Instituto Complutense de Ciencias de la Administración (ICCA) y del Departamento de Historia, Teorías y Geografía Política de la Facultad de Ciencias Políticas y Sociología. Dirige en la actualidad tres trabajos de investigación sobre inteligencia artificial y colabora en trabajos del mismo campo, dentro de la UCM y con instituciones nacionales e internacionales en la presentación de proyectos de investigación conjuntos. Olga Gil está muy interesada en proyectos transversales de investigación sobre IA y en el diálogo entre disciplinas.

INTERNATIONAL SCIENCE COUNCIL WORKSHOP ON CHAT GPT

"Chat GPT will be soon integrated into Windows with Copilot" this is the lead from the course I took on June 28th under the aegis of the International Science Council, with Nick Scott  ISC senior consultant and Zhenya Tsoy as ISC conductor. We have been learning on the use of ChatGPT for science. Below you find my notes.

"Since the launch of ChatGPT in November 2022, the hype around generative AI (artificial intelligence) has been immense. Products that can automatically generate text, images and video when prompted to do so are being discussed as a game-changer for organizations and society at large. Generative AI promises organizations and their staff a route to increase their productivity, supporting them in automating – or at least delivering more quickly and easily – many important regular tasks. At the request of ISC Members, ISC has organized a practical workshop to create a safe space for experimentation and explore how the most popular tool – ChatGPT – can be used in our everyday work. The ISC senior consultant Nick Scott has shared insights on how to work around technical capabilities and limitations of the tool, what makes for an effective prompt, and answered practical questions around the use of ChatGPT."

An individual language learner (LLM model)

Chat GPT is more capable of being an assistant for us in our work. 

Recommendations

• Give Chat GPT a role: roles give Chat GPT what role to play: "Hellow, Act as a consultant and trainer, with a specialism in digital and AI"
• Give ChatGPT CONTEXT: content and detailed background información, such as background info. 
• I can tell CONVERSE, chat and respond in order to make sure that it understands. Tell it the strong and weak points in the answer. 
• FOCUS: on the areas of your expertise. If it is not in your area, it will be difficult to see true.
• POLITE: gets better results
• GUIDE: Tell what you want
• SEPARATE chat by topic

Strengths

• LATERAL THINKING is a strength of ChatGPT. This includes videos for instance, not only texts, poems, tables, telling stories in different ways for different audiences or in the way of a particular person/politician.
• AI, generative AI as a subset of AI, Large Language models, GPT (an specific language model)

Suggestions

- Breaking a task into two tasks or steeps: first making a text more understandable "Please rewrite this text in simple understandable plain english, readable to a ..."

- Help with preparations for a performance review meeting, -pay rise- with a boss.

Limitations and risks

• Bias content, ie. more men
• Copyright, that may be a concern with info consumed and produced
• Misuse for misinformation and disinformation. The model can create both, it can create to deceive
• Cut out of data since 2021, no Internet access, Eager to please so, it makes stuff up. 
• Data privacy, in the chat history and training button should anonymize for personal information. Be very careful of what you put, it will consume it unless you have the button off
• You will not be getting the same answer twice
• Free version in often inaccessible
• Limited memory

ARTIFICIAL INTELLIGENCE IN CHINA. BOOK CHAPTER

I present you my work, available for download, on artificial intelligence in China:"Artificial Intelligence: From a General Framework of Analysis to the Chinese Case." The article is available here: https://osf.io/q3sb7/.

A framework elaborated from political theory, a branch of philosophy

And it is open for comments. In this work, a general framework for the analysis of governance of artificial intelligence is presented. I develop dashboard that allows comparisons between democratic and non democratic regimes. This adshboard is useful for countries in the global south and for western countries. The dashboard allows us to assess the key features that determine the governance model for artificial intelligence at the national level, for local governments and for other participant actors. The work shows the theoretical framework could be of use to advance case studies globally, and comparative endeavors. Applying the theoretical dashboard, the case study on China is undertaken. These are the main points the study tackles in the final discussion, conclusion and further recommendations: 1) the complex reality of AI command and control 2) uncertainties about future society and the polity against AI development and 3) particular cultural values enshrined in countries' AI development.

PATHBREAKING GLOBAL BRANDING FROM SMART TO AI

Social networks are a great way to connect and communicate with people around the world. A sample is this presentation, out of the work that I was then doing at Universidad Autónoma de Madrid, jointly with a team from Colegio Oficial de Ingenieros de Telecomunicación (COIT). 

The presentation was pathbreaking 

Because it allowed to engage in conversations with very interesting people abroad, from developers to Ministers. For instance, people I did not expect wrote me; this included the minister of innovation in Taiwan, developers and journalists in Malaysia, researchers in Japan, researchers in Fudan university and Shenzhen (China), and middle size cities and the press in Spain, or the Fundación para la Innovación Bankinter and their program on cities hold in Sintra, with a very interesting group of global and Iberian participans, producing the report Disruptive Cities.

This presentation was also pathbreaking

It allowed me, my team and COIT to make an impact through specific local, national and international roadshows. Spain was known as a case of interest, through the cases shown. This research work had the power to change a rhetoric of crisis, and turn it into the strengths, speaking of Spanish firms and local governments aiming at becoming either global players or playing a role in the XXI century. Ones did it for the good of shattered citizens by the 2008 crisis, other did it for shattered workers and firm survival.

My international roadshows covered Poland, Lisbon, Shanghai, Barcelona, cities in China, Japan, the Netherlands and the Middle East. Most importantly, the work was done talking about innovative firms and local cities in Spain, in a comparative perspective with other 11 cities of the world from three different continents. 

This was made possible with the collaboration of Colegio Oficial de Ingenieros de Telecomunicación and Accenture Spain, enthusiasts of the project. It also helped the fact that I had been able to collaborate in the first work on smart cities produced in Spain, a great prospective work, edited by Fundación Telefónica.

And yes, I do highly recommend social media to reach global audiences for branding purposes 

How efective it might be? We may check how many leads receive a sister post I made for LinkedIn here. In fact, branding for global audiences is a subject I have covered in some of my most innovative courses at universities and business schools with young students and junior researchers. 

A book published in 2015 was source to other more recent works 

It opened me the door to joint the The Smart Cities and Smart Governments Research-Practice Consortium (SCSG) at Albany University, New York. The SCSG is a robust global smart cities research community that focuses on innovations in technology, management, and policy that change the fabric of the world’s cities. There, under the lead of Prof. Theresa Pardo and other great scholars such as Mila Gascó, an also path breaking book has been produced: "Smart Cities and Smart Governance: Towards the 22nd Century Sustainable City." Professors Elsa Estevez, Theresa A. Pardo and Hans Jochen Scholl have been the editors. And I highly recommend this work. The The Smart Cities and Smart Governments Research-Practice Consortium:

• Formally connects those engaged in cutting-edge research on smart cities
• Supports the development of a connected smart cities research community
• Creates a foundation for interdisciplinary and multi-national research teams
• Provides a network to support knowledge sharing

Work on China and the Mediterranean basin

This work on smart cities has been completed with field research on cities in China mainland, and with  recent publication in a A+ journal. 

1. The work done on China is yet pending of written and video-photo edition. 
2. However, it has had follow up collaborations with colleagues at Universidad Complutense School of Politics, were we have researched and published on measures adopted by Mediterranean and Portuguese coastal cities to face climate change -- together with Profs. Xira Ruiz-Campillo and y Cristina García Fernández and working for Profs. Walter Leal Filho and Evangelos Manolas.
3. Under the aegis of ICCA, we worked on a special congress in November 2022, where I chair COVID and postcovid: energía, medioambiente, sostenibilidad y tecnología. Contributions from scientists, young researchers, institutions and firms are actively encouraged, so as to build bridges among research and positive impacts on society.

And you may think how this all come about to write this post...

This all came over a conversation with my colleague, a journalist with a strong skill communication and engaging in grounded and compelling projects: with a breath of understanding about how the world today moves and works. I also shall say that people, women associations and firms I worked for where very important to develop the skills I have as global communicator. COMPUTACION CUANTICA E INTELIGENCIA ARTIFICIAL EN LA FUNDACION INNOVACION BANKINTER 20 ANIVERSARIO

THIS WEEK I have made special time in my agenda and cancelled trips in advanced for upscale meetings discussing artificial intelligence in Madrid, including #FIBK. TODAY, coinciding and Celebrating Fundacion Innovación Bankinter 20th anniversary at Cine Callao in Madrid, Prof. Antonio Damasio concluded his very well informed and provocative talk with these words --and explains us why: "It is going to be difficult to produce or reproduce the connections we find in the human body and mind in an artificial intelligence." This is so interesting from the perspective of biology, philosophy, political theory and psychology. 

20 AÑOS DE LA FUNDACION INNOVACION BANKINTER

He venido a celebrar el 20 aniversario de #FIBK junto a los miembros de la Fundación. La Fundación Innovación Bankinter permite acceder a una red de expertos con credibilidad en ámbitos muy diversos: filosofía, ética, quantum, y muchos otros. Recomiendo los vídeos en YouTube sobre computación cuántica e inteligencia artificial para los interesados en innovación. Desde 2015 he colaborado en programas de la Fundación Innovación Bankinter, comenzando por el programa Akademia, que ha marcado mi forma de impartir docencia. Trabajo en la Universidad Complutense de Madrid, imparto la asignatura Ideas Políticas y Poder y dirijo trabajos de investigación sobre inteligencia artificial generativa desde una perspectiva transversal. 

MI OBJETIVO EN ESTE ENCUENTRO #FIBK

Es trabajar sobre tendencias del futuro. Anticipar tendencias es importante para mí para preparar a los jóvenes para un mundo en cambio, que se mueve. Me interesan las tendencias del futuro #FIBK. Este interés coincide con el objetivo de la Fundación Innovación Bankinter de diseminar conocimiento en la sociedad. 

En sólo unos minutos he tenido ocasión de saludarles, de agradecer que me hayan invitado, de saludar y charlar sobre AI con la Dra. Lourdes Casanova - Directora del Emerging Markets Institute en Cornell University, donde os recomiendo que exploréis especialmente los informes sobre mercados emergentes. También he saludado a Donmig Chen, Rector de la Escuela de Innovación y Emprendimiento en la Universidad de Peking. He escuchado atenta a Jens Schulte-Bokum, Director de Operaciones en MTN Group, y a Ángel Cabrera, Presidente en Georgia Institute of Technology, entre otros. Vengo a aprender con humildad, una vez más, del ecosistema de innovación que ha generado la Fundación Innovación Bankinter. Enhorabuena a los organizadores y muchas gracias por la invitación.

Os destaco la intensidad de este encuentro: un ejemplo es cómo viven la celebración los estudiantes que han participado en el programa Akademia que han venido de distintas universidades españolas. 

Este es uno de los programas de la Fundación Innovación Bankinter. Esta tarde me ilusiona pensar que pueda firmarme su libro, Sentir y Saber, Antonio Damasio. El libro se publica en 2021 en España por Destino. Damasio es neurocientífico, Profesor de la cátedra David Dornsife de Psicología, Neurociencia y Neurología en Universidad del Sur de California. Dirige el Instituto del Cerebro y la Creatividad de la Universidad del Sur de de California en Los Ángeles. Ha hecho aportaciones fundamentales sobre los procesos cerebrales, los sentimientos y la consciencia. Es considerado uno de los neurocientíficos más importantes de nuestra época.

En esta foto trabajamos en la Universidad Complutense de Madrid, en una clase magistral sobre Max Weber, en la que también hay uso de la metodología del aula invertida, y los estudiantes son protagonistas con la elaboración de portfolios analógicos y digitales. CRISTINA ALBERDI EN NUESTRA CLASE DE TEORÍA POLÍTICA

Encuentro Conocimiento y Transferencia: Cristina Alberdi, Ministra con Felipe González nos visita en la clase de Teoría Política. Alberdi nos ilustra sobre los cambios institucionales en el papel de la mujer en la política y la sociedad española con la transición a la democracia, cambios de los que fue protagonista. Nos ilustra también sobre el equilibrio de poderes en nuestro sistema constitucional.

FILOSOFÍA Y ADMINISTRACIÓN PUBLICA EN CHINA Y OCCIDENTE

Me complace presentaros la publicación: Philosophy and Public Administration in China and Western Countries. En este trabajo se explican las tradiciones diferentes de administración pública en China y en Occidente. Para ello recurro a la teoría política y a mis trabajos anteriores en ciencia política aplicada. 

Aportaciones importantes del artículo 

Las tablas y el dashboard, que permiten la aproximación teórica,  comparaciones, y la diferenciación entres los contextos en ambos espacios políticos. Estos marcos son útiles también para aplicar en otras geografías, como el Sur Global. Las tablas que incluye son las siguientes: 1) Democracia deliberativa 2) Dashboard de las fundaciones endógenas del cambio, tanto en China como en Occidente. 

Esta publicación es el origen del libro en el que trabajo sobre Democracia e Inteligencia Artificial. En este libro se abordan cuestiones de  legitimidad y democracia. El marco teorico se aplica a los casos de Estados Unidos, Unión Europea y China --como caso más diferente. Aquellos interesados en inteligencia artificial, en la aproximación y los casos, están invitados a contactarme para proyectos comunes, colaboraciones, intercambio de materiales, oportunidades de trabajo e investigación.

Este trabajo recibió financiación de mi Departamento de Historia, Teorías y Geografía Políticas y de la Facultad de Ciencias Políticas y Sociología de la Universidad Complutense de Madrid para ser presentado en FUDAN (Shanghai) en 2019. Fudan es una universidad de referencia en China. Recibió entusiasmo a la par que críticas, debido a su ambición: nada menos que tratar de comparar China con la categoría países occidentales, u Occidente. Publicarlo ha sido un reto, por diversas razones. Entre estas razones China no ha estado de moda en Occidente ni ha sido caso de estudio de referencia hasta 2023. Sin embargo, Occidente está aprendiendo que China no puede ser ignorada, y hay que hacer el esfuerzo por comprenderla.

EL CONTEXTO GLOBAL

Esta semana aprendemos en clase sobre el contexto global. Estoy preparando la clase sobre contexto China-Europa, y Eurasia. La clase nos sirve para reflexionar sobre el auge del sur de Europa al final de la Edad Media, con los polos del poder mundial pivotando hacia zonas inesperadas, primero la península ibérica -Castilla y Portugal-, y después Inglaterra; dos zonas del planeta aisladas, pobres en recursos, que construyen dos imperios, el de Castilla, en el que en su apogeo el Pacífico llega a ser conocido como el Spanish Lake, y el británico, que pierde brillo en la primera guerra mundial, cuando Estados Unidos le supera en avances tecnológicos y despega como nuevo hegemon.

En este salto temporal en el que tratamos de entender la política, el buen gobierno, las teorías políticas es importante tener presente los focos de riqueza de la antigüedad  y el auge de China, para entender el sorpaso de Europa a Asia en la modernidad. También es importante para entender el nuevo sorpasso de Asia y Africa a Occidente, y mundo que está emergiendo desde 2015.

CON OCASION DEL DIA DE LA MUJER Y LA NIÑA EN LA CIENCIA: APOYO LA CAMPAÑA A RECTORA DE ESTHER DEL CAMPO

Es muy necesario dar a las niñas las referentes que no tienen, mujeres que puedan servirles de ejemplo y referencia, y que provoquen el "si ella ha podido, yo también podré". Por ello, este mes en @uniComplutense y Somosaguas apoyo la campaña a Rectora de la candidata Esther del Campo. Sería la primera Rectora en siglos en la UCM. Esther es muy respetada por su capacidad, estilo de gestión, de llegar a acuerdos, y su compromiso con la universidad. El referente rectora, que no tenemos, mujeres que pueden servir de ejemplo y referencia, y que provoquen el "si ella ha podido, yo también podré. 

VOTA, POR QUE ES TIEMPO DE DAR OPORTUNIDADES A MUJERES GESTORAS 

Tiempo de oportunidades a las mujeres sobradamente preparadas: como directoras, CEOs y Presidentes. Se lo debemos al colectivo de mujeres, como sociedades avanzadas que somos. Comparto foto de ayer, en la presentación de candidatura: desde el pasillo, no cambiamos en la sala. La campaña electoral se desarrollará del 16 de febrero al 19 de marzo y, en caso de haber segunda vuelta, volverá a abrirse del 22 al 27 de marzo. Cuatro catedráticas y cuatro catedráticos presentan su candidatura a dirigir la Universidad Complutense: Javier Arias Díaz, Esther del Campo García, Matilde Carlón Ruiz, María Castro Morera, Joaquín Goyache Goñi, Josefa Isasi Marín, Iñaqui López Sánchez y Jesús Pérez Gil. Estos cuatro catedráticos y, por vez primera, cuatro catedráticas, han presentado sus candidaturas para ser elegidas rectora de la Universidad Complutense en las elecciones que se celebrarán el próximo 21 de marzo y, en caso de ser necesaria una segunda vuelta, el día 29 de ese mismo mes. La campaña electoral se desarrollará del 16 de febrero al 19 de marzo y, en caso de haber segunda vuelta, volverá a abrirse del 22 al 27 de marzo. La elección -desde 2003- se realiza mediante sufragio universal ponderado de conformidad con lo dispuesto en el artículo 76.4 de los Estatutos de la UCM y el artículo 158.2 del Reglamento Electoral. 

El voto para la elección del rectora es voto ponderado por sectores de la comunidad universitaria, de acuerdo con los siguientes grupos y porcentajes: Profesores doctores con vinculación permanente, 53 por ciento; resto del personal docente e investigador, 10 por ciento; estudiantes, 25 por ciento, y personal de administración y servicios, 12 por ciento --destaca que los Profesores sin vinculación permanente, solo tienen un porcentaje de voto del 10, cuando en algunas Facultades superan el 60 por ciento de la plantilla, como Medicina, o algunas Facultades de Humanidades. En Universidades como la Carlos III los profesores sin vinculación permanente alcanzan *el 65% de la plantilla* También sorprende el bajo porcentaje del 10% de voto del PAS -personal de administración y servicios, con altísimos niveles de precarización.

"Big Data al servicio del sector público: migración en redes sociales

Con el objetivo de conocer la situación de la población migrante durante la pandemia en las ciudades de la región, el BID, con el apoyo técnico de la empresa Citibeats, ha llevado a cabo un monitoreo en redes sociales sobre las percepciones de los ciudadanos acerca de la migración y sus desafíos en las ciudades de la región.

Metodología:

Este proyecto utilizó Big Data Social como principal fuente de datos; en concreto, comentarios públicos en Twitter y los comentarios publicados en medios digitales, blogs y foros de discusión relacionados con el fenómeno migratorio.

Recolección de datos:

Desde el 1 de febrero de 2020 se llevó a cabo la recolección de datos en tiempo real sobre este tema en 7 países de la región: Argentina, Chile, Colombia, Costa Rica, Ecuador, Panamá y Perú; y en 19 ciudades: Arequipa, Arica, Barranquilla, Bogotá, B. Aires, C. De Panamá, Cusco, Cúcuta, Guayaquil, La Chorrera, Liberia, Lima, Limón, Quito, Riohacha, San José, Santiago, Trujillo y Tumbes.

Análisis de la información:

Utilizando un algoritmo de Inteligencia Artificial basado en el procesamiento del lenguaje natural (PNL) y el aprendizaje semiautomático, se analizaron y estructuraron los comentarios en diferentes temas de forma agregada y anónima. Posteriormente, los datos se dividieron en categorías que se identificaron como las más relevantes para dichas ciudades: Vivienda, Infraestructura Urbana, Seguridad Ciudadana, Regularización, Organización Social, Educación, Servicios Públicos, Empleo, Salud, Seguridad Alimentaria y Movilidad.

Principales preocupaciones ciudadanas: seguridad, infraestructura y salud

Desde el BID queríamos ayudar a los municipios de la región a tomar las medidas adecuadas ante la situación de los migrantes en tiempo real, a la vez que dar voz a un sector de la población que en muchas ocasiones resulta invisible."
