FILOSOFÍA Y ADMINISTRACIÓN PUBLICA EN CHINA Y OCCIDENTE

Me complace presentaros la publicación: Philosophy and Public Administration in China and Western Countries. En este trabajo se explican las tradiciones diferentes de administración pública en China y en Occidente. Para ello recurro a la teoría política y a mis trabajos anteriores en ciencia política aplicada. 

Aportaciones importantes del artículo 

Las tablas y el dashboard, que permiten la aproximación teórica,  comparaciones, y la diferenciación entres los contextos en ambos espacios políticos. Estos marcos son útiles también para aplicar en otras geografías, como el Sur Global. Las tablas que incluye son las siguientes: 1) Democracia deliberativa 2) Dashboard de las fundaciones endógenas del cambio, tanto en China como en Occidente. 

Esta publicación es el origen del libro en el que trabajo sobre Democracia e Inteligencia Artificial. En este libro se abordan cuestiones de  legitimidad y democracia. El marco teorico se aplica a los casos de Estados Unidos, Unión Europea y China --como caso más diferente. Aquellos interesados en inteligencia artificial, en la aproximación y los casos, están invitados a contactarme para proyectos comunes, colaboraciones, intercambio de materiales, oportunidades de trabajo e investigación.

Este trabajo recibió financiación de mi Departamento de Historia, Teorías y Geografía Políticas y de la Facultad de Ciencias Políticas y Sociología de la Universidad Complutense de Madrid para ser presentado en FUDAN (Shanghai) en 2019. Fudan es una universidad de referencia en China. Recibió entusiasmo a la par que críticas, debido a su ambición: nada menos que tratar de comparar China con la categoría países occidentales, u Occidente. Publicarlo ha sido un reto, por diversas razones. Entre estas razones China no ha estado de moda en Occidente ni ha sido caso de estudio de referencia hasta 2023. Sin embargo, Occidente está aprendiendo que China no puede ser ignorada, y hay que hacer el esfuerzo por comprenderla.

VLOG: DIGITAL POSTCARDS FROM CHINA BEFORE COVID

The trip to Shanghai, as every trip usually, is a rebirth. And arriving in Shanghai in June 2019 was easy to be reborn. Especially if young Yifei, my former assistant Professor at UCM welcomes you and your stay is in the French Quarter. 




There is a lot of beauty in the French Quarter, where I stay when I come to Shanghai. This is my second time in the city. Very beautiful, elegant and well-groomed women, streets with centenary trees, very leafy, coming together forming a vegetable arch or tunnel, from beginning to end in the two sides of the street. Careful showcases, divine florists, hotels with fantastic lobbies with 'happy hour' or tea time with piano, when one is exhausted from the long day's work and the hectic city.

THE PURPOSE OF THE TRIP

FUDAN DISTRICT

Fudan is surrended by one of the most technologically innovative districts of Shanghai, and this is also to say in the world today. In addition, Fudan is one of the five universities that has just obtained significant funds from the Chinese government to transfer technology and knowledge to companies and civil society. I remember the images of 2015 in that vibrant neighborhood and I look forward to returning. What I find, however, beats my expectations.



In Fudan, an important milestone is the world conference on innovation in public administration 2019, where we present a paper on the different philosophical foundations of participation. Differences East and West. Im am interested in differences in the exercise of power. My co-author, Dr. Zheng and I have worked hard for months to make a very good contribution. And at this point I think it is very original and elegant. Simple, as economists would say.

At the congress, the institutional objectives are several: publish the paper in a high-impact journal -hopefully. Another goal is to be invited as a professor in Shanghai, Fudan or Hong Kong University, once again. Both are universities with top-level multidisciplinary departments of government and public management. I remember often during this trip my Master thesis director, Jonathan Hartlyn, who helped me prepare my first trip in 2015 and opened important doors for me to be received at Fudan. Not surprisingly, our Faculty in North Carolina was number one in sociology in the USA when I studied there before getting the doctorate in philosophy. That well-prepared entry work in 2005 had results in the joint edition of the Governing China in the XXI century series, under the co-ordination of Yiyia Jing and George Osborne.

And in this trip, I want to continue to consolidate relations established in 2015. To that end, everything I learn in my trip to China, from trends, newspapers and interviews is very useful before the conference. What works and what does not work in China; And what works worse than in 2005, my first trip, and the second in 2015. The test for reality of books and scientific articles. Really a lot learned!





I still have to complete the upload of videos to youtube with the showcase, something complicated in China because the facilities for sharing images in China are much smaller than in my former trips in 2015 and 2005. The complete list will be available in the series Silk Road.

HERE ARE SOME AGENDA HIGHLIGHTS, INCLUDING THE THE SHANGHAI-CANTON EXPERIENCE

My stay at the French Quarter in the first part of the trip is focused on preparations of the work I will present in Fudan, together with my co-author, Tian-cheng Zheng. It is also focused to study on the ground power relations in cities and megalopolis. For this matter I have chosen a very special place to start, and my accommodation is in a traditional neighborhood within the French Quarter. A very interesting experience, where I have been able to collect data and carry out interviews. It is far away from the experience of last days staying back in Shanghai at the end of the trip, next to my fight back to Madrid in Spain.





        


THE SHANGHAI-CANTON EXPERIENCE

From Shanghai I left for Shenzhen, via Guangzhou. I travel to an area that is one of the world's locomotives of innovation and technology production. I travel to Canton by train. It is a fast Chinese train, but still, many travel hours, over eight in the fastest train. They are 1200 kilometers of very fertile, green lands and with great rivers and water reserves. An excellent opportunity to see China, the Chinese population, and long hours to polish the work that I present in Fudan University at the end of the month.





In two weeks I have had opportunity to work with my co-author, to held interviews at the China Development Institute and settle for research trips in Canton, Hong Kong and the Macao region.




After the work done Tian-cheng Zheng and myself are ready to go to Shanghai to the conference at Fudan University.


THE LAST WEEK


... And after the conference, the final week with a four-day rest, recovering form pollution and the hectic life of field research in a historic place, home to the gods of China -as Chinese says, Hangshang Mountains. It is a place to peregrination for Chinese of all social and age conditions. Home to retired emperors, and many poets, who have always done so much work to capture the feeling of attachment to the land and what they love. Those poems are craved on the stones in Hangshang Mountains, the yellow mountains.

On my last weekend I return to the French Quarter and say goodbye in a big way the reservation is in a fine hotel, next to Christine, the place where I have had breakfast every morning and the very kind Mr. Yin awaits me. The Lestie Hotel. It is not the most luxurious in the Hangshang Rd. area, but it combines friendly treatment with the classic and modernity in a cocktail that I love as much as drinking hot tea.

              SHENZHEN, EL PODER MEDIADO POR LA TECNOLOGÍA

              Shenzhen, ciudad donde (un) futuro posible es presente

              Hoy os cuento que China avanza en cuestiones de innovacion mediante pilotos. Eso si, los pilotos no son de tres kilometros cuadrados, sino de ciudades completas de 10 millones de habitantes según el censo oficial. Es una China a varias velocidades. Por ejemplo, el avance más grande se ve en lugares como Shenzhen, con 10 millones de habitantes censados oficialmente, en la provincia de Cantón - - a medio camino y a 20 minutos en tren rápido de Cantón y de Hong Kong. Esta ciudad tiene caracteristicas muy particulares. Hace 20 años era un pueblo de pescadores, infectado de mosquitos y con un duro clima subtropical. 

              Shenzhen hoy aspira a la categoria de ciudad global, compitiendo con Hong Kong, Londres, Nueva York o Frankfurt como plaza financiera internacional. 




              Sin duda donde ya nos ganan en esta ciudad y no precisan competir es en tecnología. Son piloto aplicado en robótica, humanoides, informática crecimiento del numero de universidades y recursos destinados a profesorado. 


              El nivel de prueba de la integracion de la tecnología avanzada con la población civil es mas fácil en Shenzhen porque su poblacion es muy joven. Con una media de edad de 33 años. Fundamentalmente emigrantes del campo. La ciudad aprovecha la hiperespecialización de pueblos, que responden a encargos internacionales de millares de unidades de mercancías tecnológicas o de otro tipo. A la hora de trabajar con Europa un problema suele ser que el mercado europeo está muy fragmentado, y los pedidos a China en estos pueblos tan especializados no alcanzan la dimensión suficiente para serles rentables a la hora de establecer la cadena completa de suministro. Aprovecha además la tracción de polos cercanos como el considerado Silicon Valley chino, al norte de Shenzhen, Donggan, que destaca en telecomunicaciones e investigación relacionada con el ADN. 









              La apuesta por la educación pública

              En Shenzhen, los recursos para profesores incluyen casa proporcionada por las instituciones educativas  y muy buenos sueldos, que dobla el gobierno local, al que ya facilitan las universidades o los institutos de investigacion. El sueldo de un posdoc puede ser de un cero mas que el de un profesor ayudante doctor, una categoría superior en España, en euros. Impresionante. Los recursos de las universidades tambien impresionantes. Es cierto que también trabajan mucho.

              DEMOCRACIA, PARTICIPACIÓN CIUDADANA Y PLATAFORMAS ¿ES ORO TODO LO QUE RELUCE?

              Se celebra en Davos, Suiza, el World Economic Forum, la reunión anual de los líderes económicos y políticos mundiales. En la reunión de este año, de temas muy candentes, de nuevo se ha hablado de la brecha social que puede ampliarse como consecuencia de la implantación de la inteligencia artificial y el análisis de grandes cantidades de datos de las personas. Temas que pueden afectar de manera drástica a modelos de participación y de democracia en el siglo XXI, como avanzó Harari en su intervención del año pasado [video]. Dentro de esta línea de trabajo, investigadores de la Facultad de Ciencias Políticas y Sociología de UCM estamos trabajando conjuntamente con investigadores de la Escuela de Informática y Matemáticas de la Universidad Autónoma de Madrid.
              Nuestro foco es el análisis de la participación ciudadana a través de plataformas digitales. Este análisis, parte del interés sobre la relación entre democracia y tecnología y se refleja en estudios que hemos publicado y difundido en foros científicos, en Universidades como Fudan (Shangái), Lisboa, Varsovia, Twente, Baltimore...
              En nuestra publicación más reciente, Citizen Participation and the Rise of Digital Media Platforms in Smart Governance and Smart Cities, en la revista International Journal of E-Planning Research (Vol 8, #1, January-March 2019), nuestro punto de partida es la asunción de muchos gobiernos y empresas, que creen que la tecnología puede suplantar la gobernanza y la responsabilidad humana. Esta creencia nos plantea la cuestión de quién se beneficia realmente, por ejemplo, de las plataformas digitales en las denominadas ciudades inteligentes. Con esta cuestión en mente decidimos investigar plataformas digitales de agregación de intereses, fundamentalmente en ciudades, pero también en algún país de referencia.
              Comenzamos a investigar en el año 2013, cuando la participación ciudadana a través de plataformas digitales era una idea novedosa en términos de implementación. Nuestro objetivo era comprender el vínculo entre la gobernanza electrónica y las iniciativas de ciudades inteligentes en los casos de estudio. ¿Cómo? Probamos si estos proyectos han sido explícitamente para los ciudadanos o podíamos encontrar pruebas de lo opuesto. Nuestro trabajo muestra cómo las plataformas electrónicas representan el uso de las tecnologías de la información y la comunicación para alentar la participación ciudadana en procesos de toma de decisiones, mejorar la entrega de información y servicios, reforzar la transparencia, la responsabilidad y la credibilidad. También muestran que es necesario seguir trabajando en temas como sistemas de recomendación para los usuarios (en cuya revisión de la literatura estamos trabajando en la actualidad con los informáticos y matemáticos). Y no es oro todo lo que reluce, también es preciso investigar la manipulación de la opinión en las plataformas de agregación de intereses -un ejemplo muy interesante por su trascendencia ha sido el caso de Amazón.
              En Citizen Participation and the Rise of Digital Media Platforms in Smart Governance and Smart Cities investigamos trece casos, con plataformas de agregación de intereses a través de medios digitales. Encontramos que estas plataformas electrónicas plantean nuevos modelos de relación sociedad-Estado, como puede verse en el gráfico al pie:

              También plantean desafíos de implementación, tanto para las empresas, como para los responsables de la formulación y la implementación de políticas. También plantean nuevas oportunidades para que los científicos desarrollen nuevas investigaciones desde ámbitos de las ciencias humanas como la filología, la sociología, la antropología o las ciencias políticas, y que experimenten con el objetivo de ampliar los beneficios para los ciudadanos y fortalecer la dimensión participativa positiva.
              Desde que comenzamos nuestras investigaciones hemos visto crecer el número de plataformas de agregación de intereses. Este sería un tema muy interesante para otro artículo. Les dejo con un caramelo introductorio como postre: la plataforma de agragación de intereses Decide Madrid, creada en 2015 sobre el software abierto Consul. Hoy Consul se usa en más de 100 instituciones en 33 países, con un efecto potencial sobre 90 millones de ciudadanos. Consul ha recibido el reconocimiento de servicio público de las Naciones Unidas recientemente, y está siendo promovido por el United Nations Development Program.

              Smart Citizens, Shaping Future Cities #FTFCities _ XXX Future Trends Forum, under the aegis of Fundación para la Innovación Bankinter

              This year I have the pleasure to participate under the aegis of Fundación Bankinter, in the XXX Future Trends Forum, focused on cities. Three people, Marce, Chistopher, and Juan Luis  among others, have been able to put together an impressive team of talented people making path-breaking contributions on cities: “Smart Citizens, Shaping Future Cities” that will be held on May 30th-June 1st, 2018, in Sintra, Portugal.

              Previous to the elaboration programm we were able to hold a trasatlantic over-the-phone meeting where suggestions where shared regarding two questions: 1) experts and 2) general themes related to cities. I shared on this discussion and further messages my work on the regulation of data in cities and other levels of government at Facultad de Ciencias Políticas in Universidad Complutense. This work is concerned with power, ethics, governance, future trends and theoretical implications. I teach on this subject at UCM. Here you my find an intro.


              This work crosses streams of research with other works carried out by members of the Smart Cities and Smart Government Research-Practice Consortium (SCSGRPC), of the Center for Technology in Government (University at Albany), directed by Theresa Pardo.


              On the corporate side we will be able to learn and debate with people such as Mariola Pina, previous Head for Smart Cities at Hitachi, with actual expertise in Germany, Hawai, London, Manchester, and cities in Japan. I look forward to meet them all!
