SIX DAYS FOR SUBMMITING PROPOSALS FOR ICPP-4 CONFERENCE MONTREAL: FOCUS ON URBAN ENVIRONMENTAL GOVERNANCE AND POLICY IN METROPOLISES OF THE GLOBAL SOUTH

With only four days left for submitting abstract proposals for the ICPP-4 conference in Montreal, I would like to draw your attention to the panel proposal on"Urban environmental governance and policy in metropolises of the Global South". Here the call for papers: Metropolises in the Global South face complex, multifaceted challenges in the search for more liveability and sustainable development paths. Considering (1) that global sustainability depends necessarily on sustainable transformation of the cities in the Global South, where most of the future increases of resource and energy consumption, and of greenhouse gas emissions will take place; (2) the fact that most of the research on urban sustainability is shaped and dominated by scholars from the Global North; (3) that urban development strategies in the Global South have typically followed blueprints and standard solutions from northern countries and international development agencies, frequently contributing to environmental degradation, undermining actively local control and capacity, and suppressing alternative development paths in accordance with local conditions and potentialities; and (4) that in the context of the developing world the claim for social inclusiveness is paramount, this panel aims at exploring alternative, situated Global South-specific approaches to urban sustainable development from governance and policy perspectives in view of the complex everyday challenges posed to meeting the Sustainable Development Goals (SDGs) and the New Urban Agenda (NUA). The recent book edited by Ayda Eraydin & Klaus Frey: Politics and conflict in governance and planning: theory and practice. New York / London: Routledge (2019) focuses on the subject matter.

Starting from the hypotheses that there is the need for an appropriate Southern approach on environmental governance and public policy in the Global South, paper proposals on the following topics are invited:

• Theories and concepts on environmental governance and public policy from a specific Global South perspective, including theoretical concerns related to democracy, participation (environmental) policy analysis, social inclusion, social and environmental justice.
• Methodological approaches on public policies and policy analysis related to metropolises in the Global South
• Case studies and comparative studies (South-South or North-South) on innovative policy and governance experiences in Global South metropolises.
• Theoretical discussions on the praxis of southern city governance and policy making.

FULL PH.D. SCHOLARSHIP AT DE MONFORT UNIVERSITY

Call for a Full Bursary Scholarship at De Montfort University Organised by the University's Doctoral College, this is a University-wide initiative, and is therefore suitable for candidates from any field of enquiry. Potential applicants should note, however, that the call emphasizes inter-disciplinary research in the key areas of urban living, lifelong well-being, creativity in the digital age and social value. 

This initiative supports a Full Bursary Scholarship (i.e. it covers Home/EU fees and provides an annual stipend of £14,296). ARTIFICIAL INTELLIGENCE MAY AMPLIFY HUMAN EFFECTIVENESS, AS WELL AS THREATEN HUMAN AUTONOMY AGENCY AND CAPABILITIES, ACCORDING TO PEW RESEARCH

Experts predict Artificial Intelligence (AI) will amplify human effectiveness, but also threaten human autonomy, agency and capabilities, according to report just released by Pew Research This is a full transcription of the press release:  "A canvassing of experts shows they worry that advances in AI will negatively impact the essential elements of being human WASHINGTON, D.C. (Dec. 10, 2018) –  Experts say the rise of artificial intelligence (AI) will make most people better off over the next decade, but many have concerns about how advances in AI will affect what it means to be human, to be productive and to exercise free will, according to a new report by the Pew Research Center and Elon University’s Imagining the Internet Center. The facial recognition system used for the first time at the Olympic games in Tokyo These findings are based on an extensive, non-scientific canvassing in which 979 technologists, innovators, developers, business and policy leaders, researchers and activists answered questions about the possible impact of AI developments.  The report’s release ties to a presentation at the “Our People-Centered Digital Future” conference in San Jose, CA – an event featuring the pioneers of the internet and officials from the United Nations.   This report, part of a long-running series about the future of the internet, is based on a non-random canvassing of experts conducted from July 4 to August 6, 2018. A total of 979 respondents answered the question: By 2030, do you think it is most likely that advancing AI and related technology systems will enhance human capacities and empower them? The survey then asked respondents to explain their answers in an open-ended response. The results are not projectable to any population other than the individuals in this sample. Overall, 63% of respondents predicted that the majority of individuals will be mostly better off in 2030, and 37% said people will not be better off. Most experts, regardless of whether they are optimistic or not, expressed concerns about the long-term impact of these new tools on the essential elements of being human. Analysis of these responses led to several major themes centered around: • Human agency: Experts worry that people are losing control over their lives as decision-making in digital systems is automatically ceded to code-driven “black box” tools. • Data abuse: Respondents are concerned that most AI is controlled by companies or governments whose focus is on profits and power, not on human-centered values and ethics. • Job loss: While some expect new jobs will emerge, many worry a mass takeover of job skills by autonomous systems may widen economic divides, possibly leading to populist uprisings. • Dependency lock-in: Many see AI as augmenting human capacities, but some predict the opposite – that people’s deepening dependence on machine-driven networks will erode their abilities to think for themselves, take action independent of automated systems and interact effectively with others. • Mayhem: Some say significant damage could be caused by autonomous weapons, cybercrime and the use of weaponized information, lies and propaganda to destabilize human groups. “These experts point out the vast opportunities and frightening possibilities presented by autonomous systems,” said Lee Rainie, director of internet and technology research at Pew Research Center. “They expect networked artificial intelligence to tremendously amplify human effectiveness, and, at the same time, they point out that these same AI advances raise threats to human autonomy, agency and capabilities.” Some of the wide-ranging possibilities various experts said they expect to see in the next wave of AI development include:

ARTIFICIAL INTELIGENCE, DEMOCRACY AND POWER THEORY

On an article published in The Atlantic in June 2018, Henry Kissinger writes about artificial intelligence (AI) and argues that philosophically, intellectually -in every way- human societies are unprepared for its rise. Kissinger goes on to argue that the Enlightenment started with essentially philosophical insights spread by a new technology, the printing press, and we could be facing now how enlightment itself ends with this new AI technology. Kissinger article follows up on a report published by the Brookings Institution on how artificial intelligence is transforming the world that I strongly recommend. Challenges facing AI are indeed strong for democracy and power relations in societies.

The three arguments made by Kissinger facing Articial Intelligence

Kissinger argues first of all, that AI may achieve unintended results, since we might not be sure that AI is able to comprehend the context that informs its instructions. Secondly, Kissinger argues that in achieving intended goals, AI may change human thought processes and human values.There are further questions "Do we want children to learn values through discourse with untethered algorithms? Should we protect privacy by restricting AI’s learning about its questioners? If so, how do we accomplish these goals?" And thirdly -argues Kissinger- "AI may reach intended goals, but be unable to explain the rationale for its conclusions. In certain fields—pattern recognition, big-data analysis, gaming—AI’s capacities already may exceed those of humans. If its computational power continues to compound rapidly, AI may soon be able to optimize situations in ways that are at least marginally different, and probably significantly different, from how humans would optimize them. But at that point, will AI be able to explain, in a way that humans can understand, why its actions are optimal?"

LOS BILINGÜES DEL FUTURO Y EL LENGUAJE DE LOS DATOS Y EL CÓDIGO

A mitad de semestre, y a petición de algunos alumnos, estamos dedicando unos minutos en nuestra clases prácticas en la universidad, tanto en grado como en posgrado a la cuestión de la marca profesional y relacionándolo con la materia que impartimos y el grado o posgrado que estudiamos. Se trata de un tema que no sólo tiene que ver con nuestro curriculum, sino también con ser visibles a los algoritmos de búsqueda en los ámbitos en los que nosotros queremos serlo profesionalmente.

Pequeño taller

Por ello, estamos comenzando por un pequeño taller, en el que he pedido a los estudiantes que trabajasen un poquito sus biografías (bios breves) para posicionarse en términos de poder y algoritmo de cara a su futuro profesional. Para ello, tras unas explicaciones introductoria, les invito a que dediquen unos minutos de tiempo comenzando por LinkedIn esta semana. Como destacamos en la introducción, en nuestra bio ponemos el foco en dónde queremos ir, y con qué conceptos claves queremos que nos relacionen, más que aspectos ligados a nuestro pasado. Para ello también les pido que lean el artículo publicado por Enrique Dans en Forbes (además de recomendarles que sigan a Enrique Dans en redes sociales y que le lean). Dans nos dice que MIT ha creado la Escuela Stephen A. Schwarzman, un centro de $ 1 mil millones dedicado a "remodelar su programa académico" en torno a la Inteligencia Artificial. La idea es utilizar la inteligencia artificial, el aprendizaje automático y la ciencia de datos con otras disciplinas académicas para "educar a los bilingües del futuro", definiendo a los bilingües como aquellos que trabajan en política, historia, lingüística, biología, y química con habilidades informáticas que pueden ser utilizadas en su campo, según el presidente del MIT L. PRIMER PREMIO AL MOOC PROFESIONALES E-COMPETENTES EN EL ENCUENTRO DE RECTORES DEL GRUPO TORDESILLAS

El ritmo de trabajo muchas veces no nos permite parar a celebrar cuando recibimos buenas noticias. Estas son muy buenas noticias. Vamos a parar y celebrar. Mañana 13 de noviembre se entrega el primer premio al MOOC Profesionales E-competentes. Se trata de innovación educativa transversal, un curso de dos ediciones en castellano y portugués sobre la plataforma Miriadax bajo la dirección de la profesora de Comunicación María Sánchez de UNIA. En este MOOC he colaborado en el diseño y impartición de un módulo, que incluye videos. El premio se entrega en Granada, este martes, en el XIX Encuentro de Rectores del Grupo Tordesillas, red académica formada por Universidades de Portugal, Brasil y España.

Sobre este curso, muy innovador ¿Qué me gustaría destacar? 

En primer lugar, lo que es un MOOC, más allá de un indicador de la innovación de la universidad española. Es la oportunidad de llegar a miles de alumnos con materiales de calidad, que representan una muestra del buen hacer de una universidad. Lo explica muy bien Bárbara Sánchez en este artículo de El País.

En segundo lugar, que mi participación en este curso se hizo bajo la dirección de María Sánchez, de UMA, una profesional innovadora con la que ya había trabajado en UNIA. UMA tiene una gran valor del siglo XXI con María Sanchez en su equipo. Bajo la coordinación y dirección de María Sánchez, mis agradecimientos por la oportunidad de elaborar materiales con gran impacto para impulsar “La Transformación digital de los profesionales” en castellano y portugués, con gran impacto en toda América Latina y España.

En este trabajo colaborativo quiero destacar también la capacidad de María Sanchez, que tuvo una paciencia infinita coordinándonos a todos, profesores españoles, así como portugueses de la Universidad Nova de Lisboa.  También destaco que es un proyecto de I+D+i, o como lo define María "innovación, dedicación e ilusión. " Y agradecer a todos, los colaboradores, difusores, inscritos, jurado de los premios… su gran interés, y su reconocimiento. Hace años un curso a distancia realizado para profesores de posgrado de UNIA resultó en un premio y en la publicación del curso como Open Course Ware de la universidad. Ese premio me animó a realizar todo el trabajo Open Course Ware que hoy puede encontrarse en la banda derecha de esta web -que suman 18 entre cursos en español, inglés y webs de laboratorios y colaboración universitaria con empresas y fundaciones. Este reconocimiento, seguramente es una buena base para proyectos futuros innovadores e interesantes.

Y algo fundamental, el equipo humano: la oportunidad de trabajar en equipo con profesionales de la comunicación que destacan entre los más innovadores como los siguientes... !el equipazo que lo hizo posible!

LOS AGRADECIMIENTOS DEL PRIMER PREMIO AL MOOC EN MIRIADAX PROFESIONALES E-COMPETENTES

El 13 de noviembre se entrega el primer premio al MOOC Profesionales E-competentes. Se trata de innovación educativa transversal, un curso de dos ediciones en castellano y portugués sobre la plataforma Miriadax bajo la dirección de la profesora de Comunicación María Sánchez de UNIA. En este MOOC he colaborado en el diseño y impartición de un módulo, elaborado durante mi colaboración con UCJC. El premio se entrega en Granada, este martes, en el XIX Encuentro de Rectores del Grupo Tordesillas, red académica formada por Universidades de Portugal, Brasil y España.

Sobre este curso, muy innovador ¿Qué me gustaría destacar? En primer lugar, que mi participación en este curso se hizo bajo la dirección de María Sánchez, de UMA, una profesional innovadora con la que ya había trabajado en UNIA. UMA tiene una gran valor del siglo XXI con María Sanchez en su equipo. Bajo la coordinación y dirección de María Sánchez yo tomaba el testigo desde la Universidad UCJC y desde UCM para el desarrollo de mis materiales y videos en octubre de 2015. En UCJC, con un nuevo equipo rectoral, que apostaba por la innovación y la tecnología como clave de la educación en los grados hice uso a fondo de los recurso de Medialab para preparar unos videos magníficos. Gracias equipo Medialab! También estoy muy agradecida al Rector, Samuel Martín-Barbero y a mi Decano de Comunicación y Humanidades, Jorge Santiago en UCJC, por la libertad y el apoyo para trabajar en este laborioso pero interesantísimo proyecto. María, Samuel, Jorge, mis agradecimientos por la oportunidad de elaborar materiales con gran impacto para impulsar “La Transformación digital de los profesionales” en castellano y portugués, con gran impacto en toda América Latina y España.

Call for chapters: Global Handbook of Communications and Sustainable Development

Following the call for papers for the proposed Global Handbook of  Communications and Sustainable Development, a big number of submissions has been received from every part of the world. The quality and diversity of the submissions were quite encouraging. Proposals were received from diverse places; from New Zealand to Egypt, Australia to Ethiopia, Spain to China, United States to Nigeria,  United Kingdom to Kyrgyzstan, Turkey to Bangladesh and much more.  The diversity of the topics submitted makes the project even more exciting. But we still have room to add more chapters.

There is an specific interested in submissions on the SDGs

One of the aims of the book is to cover how all the SDGs are communicated in various communication platforms. Multidisciplinary approaches to communications and sustainable development are highly encouraged. The extended deadline for the submission of abstracts  is now 15 December 2018. Feliz cumpleaños, Fulbright España

Feliz 60 cumpleaños al programa Fulbright, Premio Principe de Asturias de la Concordia. Un programa que ha contribuido de forma especial a tender puentes globales a través del Atlántico, como soñó el Senador J. William Fulbright. Participé en este programa en el año 2000, y este mismo año una de mis alumnas de Relaciones Internacionales de la Universidad Complutense ha dado el salto a UCLA para avanzar en un proyecto interesantísimo sobre migraciones con esta misma beca.

Representante de Arkansas en el Senado estadounidense, J. William Fulbright fue un demócrata sureño y un firme multilateralista. Apoyó la segregación racial y la creación de las Naciones Unidas y se opuso al Comité de Actividades Antiestadounidenses. En septiembre de 1942, la Cámara de Representantes adoptó la ‘’Fulbright Resolution’’, que apoyaba las iniciativas internacionales de mantener la paz y animaba a los Estados Unidos. a participar en lo que se convirtió en las Naciones Unidas. Esto hizo que Fulbright se hiciera conocido. En 1944 fue elegido al Senado, donde permaneció durante cinco mandatos de seis años.

En España he sido miembro de la Asociación de ex-becarios Fulbright, en la que tengo buenos amigos, y en la que he participado durante siete años en la Junta Directiva. Se trata de una de las asociaciones de la sociedad civil de referencia en el sentido de haber sido capaz de mantener durante décadas una tertulia mensual sobre temas científicos

Lex localis - Journal of Local Self-Government will host on May 30 - May 31, 2019 respectively, an international Lex localis - Journal of Local Self-Government Annual Conference 2019 organized by Institute for Local Self-Government Maribor (Slovenia) & Eötvös Loránd University, Faculty of Law (Hungary) that will be held in Budapest, Hungary.

Contributions will be reviewed by internationally recognized reviewers. Selected scientific papers will be published in a special issue of Lex Localis - Journal of Local Self-Government (abstracted and indexed in Social Sciences Citation Index (SSCI), CSA Worldwide Political Science Abstracts, Current Geographical Publications, Academic's OneFile (Gale), International Political Science Abstracts, ProQuest, Scopus, Current Law Journal Content - an index to legal periodicals, International Bibliography of Periodical Literature (IBZ), International Bibliography of the Social Sciences (IBSS)).

Shared impacts across regions are a slowdown in exports, fall in asset markets, reduced credit for consumption and investment, the resulting increase in unemployment and poverty. A joint approach to promoting debate and political consensus on recommendations for reforming the global financial architecture could be pursued through an inter-regional dialogue between the regions, including through cooperation in research culminating in the meeting of policy decision-makers from each region).

La conversación sobre las ciudades en el XXX Future Trends Forum de la Fundación para la Innovaciión Bankinter

He tenido el placer de leer El año en que salvé a Einstein, una novela a medio camino entre el género policiaco, el histórico y la difusión científica. En esta novela, su autor, José de la Peña Aznar, pone el foco en uno de los congresos Solvay, al que asisten físicos eminentes en el periodo de entreguerras. Un congreso que supondrá un antes y un después en la disciplina de la física como ciencia. El libro es muy recomendable por lo bien tejida que está la trama, por un personaje principal muy creíble e interesante, y por lo que nos permite aprender de física a los que no nos movemos en esta disciplina.

Salvando las distancias, en los próximos días estoy en el Future Trends Fórum auspiciado por la Fundación Bankinter, donde tendré la ocasión de escuchar y debatir con personas eminentes sobre ciudades, tecnología y disrupción. En este caso no hay una dotación de policías portugueses con el encargo de proteger a un científico eminente, pero sin duda algunas de las sesiones serán intensas, como las descritas por José de la Peña Aznar en el congreso de física de Bruselas. Repasemos la lista de invitados.

Ciudades, tecnología y disrupción 

El XXX Future Trends Fórum tiene invitados de excepción, con Alberto Bernal, de Indra Smart Cities; con Charles Bolden de la NASA, especialista en tecnología aeronáutica, con una carrera militar previa en la marina de 34 años; con Manuel Cayre, que viene de Holanda fundador de la empresa Mobypark, que permite alquilar los espacios de parking cuando no están siendo usados por sus dueños; Kyle Corkum creador de Unión Point, que sostiene es una ciudad inteligente de bandera junto a Boston; Antonio Damasio, especialista en neurociencia; Hanna Damasio,  que es líder en neurociencia cognitiva; Natalia de Esteban-Ubeda que ha trabajado 10 años para la autoridad de transporte londinense; Jesús de la Quintana que lidera el área de soluciones urbanas para la consultora Tecnalia -coordina la iniciativa Medici, una potente alianza que busca anticipar nuevos paradigmas con tecnología que permita una mejora de la experiencia urbana.

Las áreas que se cubren van desde el emprendimiento al talento, la salud y la comunicación

John de Yonge, trabajando más de 19 años en tecnologías limpias, energía, innovación de capital y emprendimiento; James Fallow, periodista de The Atlantic; Gordon Feller, promotor de Meeting of the Minds, desde donde articula alianzas duraderas en torno a empresas corporativas de la talla de AT&T, Deloitte, Cubic,  Toyota, Ford, Volvo, Microsoft, PNC Bankinter, Well Faro... incluyendo fundaciones (Barrera,  Lincoln Instit.) y otros como UC Davis, National League pf cities, smithsonian, Case Western...); Bruno Fernández, co-fundador de Nexar; William Haseltine, presidente de Access Health International, experto en VIH y genoma humano; Jody Holtzman enfocado en productos y servicios para longevos para una economía global que se calcula alcanza 7.6 trillones de dólares americanos; Peter Hirshberg, Senior Fellow del USC Annenberg Center on Communication, Leadership and Policy, en la vanguardia de la innovación en Mass Media y tecnología emergente. 

Los expertos de la función pública también tienen un papel preponderante

Rick Jackobs ha trabajando como Vicepresidente Ejecutivo de la Alcaldía de Los Angeles, y ahora dirige Accelerator for America con el objeto de "conectar a las personas con trabajos que les llenen." Chris Johnson es un arquitecto laureado, especialista en planificación y director creativo de Gensler´s Middle East Región; Richard Kivel es director de un fondo de inversión, Grayvella, centrado en biotec, salud y tecnología en empresas europeas; El abogado Phillip Lader es presidente no ejecutivo del grupo WPP, un grupo de comunicación y publicidad que incluye a Ogilvy, Buson-Mrsteller, Young & Rubicam y asesor de Palantir Technologies, compañía de big data basada en Silicon Valley. Julia Li es fundadora de la empresa de educación HCD Learning, de Bridge+ y asesora china en MIT Media Lab; Chris Luebkeman, fundador de Foresight Innovation + Incubation team; Emilio Méndez es director del Centro de Nanomateriales (CFN) del Departamento de Energía del Laboratorio Brookhaven de los Estados Unidos, ha recibido el Príncipe de Asturias y el Fujitsu Quantum Device International Award por sus contribuciones científicas. Chim Nam Tan ha sido Secretario Permanente de Singapur, con 33 años de servicio público en áreas que incluyen el desarrollo en esta ciudad-Estado de las tecnologías de la información, economía, turismo, talento, Media, artes e industrias creativas.

Investigadores y CEOs disruptivos dialogando en las mismas mesas

Theresa Pardo es Directora del Centro para la Tecnología en el Gobierno y Profesora Investigadora en la Universidad de Albany; Marco Pedrazzo es un arquitecto centrado en innovación urbana; Jaime Rodríguez de Santiago- Concha es general manager de BlaBlaCar en Alemania, España y Portugal; John Rossant es fundador y presidente de The New Cities Foundation, con un interesante curriculum como corresponsal de prensa económica y como organizador de eventos de alto nivel, entre ellos, Davos. Anita Roth es directora de investigación sobre políticas públicas de Airbnb, y trabaja con alcaldías en Estados Unidos y Asia.

Un barrio eco-barrio co-diseñado

Tengo gran interés en conocer y escuchar a Victor Sáez, Director de tecnología de Barrio La Pinada, a dos Km. de Valencia. Y en este proyecto trata de aplicar tecnologías como IoT, Blockchain y Deep Learning... deseando conocer los detalles!; Jens Schulte-Bockum ha sido COO de Grupo MNT, operador de móviles en Africa y Oriente Medio. Eden Shochat es Partner en Aleph, un fondo que ayuda a empresas israelís a convertirse en grandes, escalables y globales.

No sin mujeres :-)

Paola Subacchi es otra de las personas que atienden las reuniones, senior fellow de Chatham House, es economista y escribe y es comentarista sobre el funcionamiento y la gobernanza del sistema monetario internacional. Khoo Teng Chye es director ejecutivo del Center for Liveable Cities del Ministerio de Desarrollo Nacional de Singapur. Stephen Trachtenberg es presidente emérito de George Washington University. Trachtenberg es autor de un libro publicado en abril de 2018: Leading Colleges and Universities, bajo el sello editorial de John Hopkins University Press. Nos acompañará también Wilfried Vanhonacker, co-fundador y ex-decano de CEIBS en Shanghái y MSM en Moscú.

Seguridad y protección de infraestructuras

Evan Wolfe tiene una gran experiencia en el área de protección de infraestructura y ciberseguridad, Chris Meyer es fundador de Monitor Talent y autor de Standing on the Sun, un libro reconocido entre los mejores de 2012 por Finantial Times que analiza cómo el capitalismo desplaza su centro de gravedad a economías de bajos ingresos, rápido crecimiento, con nativos digitales.
